To send ringless voice mails to non North American phone numbers you must have an International Sly Dial account. Sign up for that here.
The International account will have a separate login and password from your North American account. When sending to International Numbers you can configure your HTTP POST to pass your International login and password using the instructions in the “More than One Sly Broadcast Account?” section of the How to Send a Ringless Voice Mail guide document.
